Retiree qualifications and NM Concealed Carry

Are you a retired police officer looking for a place to get your annual qualification to carry concealed in conjunction with HR 218?  For $25.00 per year, Defense Solutions, LLC, will provide this opportunity qualifying you with the a state qualification used for retired officers. For a total of $75.00 (4 hours of training), for retired and current police officers, Defense Solutions, LLC, will provide 2 hours of legal instruction given during concealed carry classes,  proof of qualification and a NM Concealed Carry Application.

We provide the range and the targets.We will provided a two hour lecture on NM Law which will tell you where and when you may carry your concealed firearm. We will also discuss other aspects of concealed carry to include the different types of holsters available, handgun manipulation, use of cover and concealment and drawing from the holster.

We will provide you the benefit of many years of experience on things which work and don’t work. There are a lot of CCW classes in NM – most give you enough training to have a concealed carry permit. We want to make sure you have the basics to at least know what type of holsters you should consider and how to draw from that holster. If you do not know what pistol to purchase we will assist you in that venture. We can also provide additional advanced training to help you to improve your skills.

Two different attorney’s dealing with concealed carry issues have suggested that having a State Concealed Carry permit in conjunction with HR 218 may provide another layer of protection. See below for what is required.

There is no charge by the State to obtain a concealed carry license for police officers or retired police officers. For current officers proof of qualification from your range master will satisfy the two year refresher requirement.

Fingerprints are taken electronically.  Go to NMDPS website at dps.nm.gov and click on Fingerprint and Background Checks for further information.  You are required to fill out an application so they can check your background and then there is a minimal charge for fingerprints.  Once this is completed you will not have to have your fingerprints taken again.

29-19-14. Current and retired law enforcement officers

  1. An application fee, a renewal fee and a firearms training course are not required for an applicant or licensee who is a certified law enforcement officer pursuant to the Law Enforcement Training Act [ 29-7-1 NMSA 1978].
  2. A retired law enforcement officer is not required to submit an application fee or a renewal fee if:
    1. the officer was a certified law enforcement officer pursuant to the Law Enforcement Training Act for at least fifteen years prior to retirement; and
    2. the retirement is in good standing as shown by a letter from the agency from which the officer retired.
  3. A retired law enforcement officer who has been retired ten years or less is not required to complete a firearms training course.
  4. A retired law enforcement officer who has been retired for more than ten years shall be required to complete a firearms training course. The officer shall be allowed to attend any local law enforcement agency’s firearms qualification course; provided that the officer supplies the officer’s own ammunition, handgun, targets and range equipment. A local law enforcement agency shall not be liable under the Tort Claims Act [ 41-4-1 NMSA 1978] for providing a firearms training course to a retired law enforcement officer pursuant to this subsection.
  5. A retired law enforcement officer’s concealed handgun license shall have printed on the license “retired police officer” and shall be valid for a period of five years.
